Likely increase in the risk of death or disability from stroke during the COVID-19 pandemic

By: Bart van der Worp, ESO President, Else Charlotte Sandset, ESO Secretary General, Martin Dichgans, ESO President Elect, Valeria Caso, ESO Past President

The European Stroke Organisation (ESO) cautions against the consequences of the Coronavirus-Crisis on stroke care.

Each year, 1.5 million Europeans have a stroke. Two to three of every 10 patients die as a consequence of stroke, and about one third remain dependent on the help of others. The likelihood of a favourable outcome is critically dependent on patients presenting promptly after symptom onset and on hospitals providing immediate access to optimised stroke care. This includes treatments for vessel recanalisation, securing brain vascular malformations, specialised stroke unit care, secondary prevention, and rehabilitation.

In a survey among 426 stroke care providers from 55 countries, only one in five reported that stroke patients are currently receiving the usual acute and post-acute care at their hospital. The lack of optimal care is likely to lead to a greater risk of death and a smaller chance of a good recovery.

There is no reason to assume that the incidence of stroke declined since the onset of the COVID-19 crisis, but in many countries fewer people with symptoms suggestive of stroke present to the hospital. This may be due to a range of factors, including fear to be infected with COVID-19 in the hospital or the assumption that doctors are too busy treating patients with COVID-19 to treat patients with stroke.

ESO supports the efforts to manage the COVID-19 pandemic and to treat patients with COVID-19, but emphasises that patients with stroke symptoms should still present to hospital as soon as possible and that efforts should be made to maintain the usual level of stroke care, including intravenous and endovascular reperfusion strategies, irrespective of the patient’s COVID-19 status, to avoid unnecessary ‘collateral damage’ through inadequate treatment of this often disabling or life-threatening condition.

Death Stroke: Ravage an enemy with a swift strike, dealing [4799 / 4851 / 4904 / 4956]Magic Damage and causing them to take 20% more damage from your attacks for 6 seconds.
Incapacitating Strike: Ravage an enemy with a swift strike, dealing 4958Disease Damage and causing them to take 20% more damage from your attacks for 6 seconds. If cast with 120 or more Ultimate, the enemy is stunned for 3 seconds. While slotted you gain Reave, which restores [85 / 90 / 95 / 100] Magicka and Stamina when you deal damage with a Light or Heavy Attack on an enemy with a negative effect active on them.
Soul Harvest: Ravage an enemy with a spinning attack, dealing 4958 Magic Damage and increasing your damage against them by 20% for 6 seconds. Also afflicts the enemy with Major Defile, reducing their healing received and Health Recovery by 16%. While slotted, any time you kill an enemy you gain [7 / 8 / 9 / 10] Ultimate.

Death Stroke deals Magic Damage and increases damage against the affected enemy, who is also inflicted with Major Defile, reducing their Healing Received. The Incapacitating Strike morph changes the damage to Disease Damage and stuns the target. Or you could choose the Soul Harvest morph, which earns you extra Ultimate for each kill when it is slotted.

Notes[edit]

  • Death Stroke is the cheapest of all the Ultimate abilities, especially when the Soul Harvest morph is chosen, because you earn some back for every kill.
  • Soul Harvest is a recommended morph for the Nightblade Initiate build, while Incapacitating Strike is recommended for Umbral Assassin.
  • While under any effect that raises Ultimate costs, Incapacitating Strike will be unusable between 120 Ultimate and the adjusted cost of the improved version that stuns the target. For example, the stunning version costs 123 Ultimate for a stage 1 Vampire, and neither version of the skill will be usable between 120 and 122 Ultimate. The icon will still change color at 120.
Recolored upgrade of Incapacitating Strike as of version 4.1.5

Patch Notes[edit]

1.1.2

  • This ability no longer receives the critical damage bonus when used as a sneak attack. It will still cause a stun and a guaranteed critical hit.

1.5.2

  • This ability now deals 35% increased damage, and no longer scales up with increased Ultimate.
  • Death Stroke now increases the damage you deal to a target by 20% for 6 seconds.

1.6.5

  • Death Stroke and its morphs will now apply the Major Defile buff.

2.4.5

  • Reduced the damage of this ability and its morphs by 4.5%.
  • Incapacitating Strike: This morph now always stuns the target when it is used, regardless of the caster's health. This morph now also deals Disease Damage instead of Magic Damage.

2.7.5

  • Increased the cost of this ability and its morphs to 70 Ultimate from 50 Ultimate.
    • Developer Comments: With the Nightblade's high Ultimate generation, Death Stroke is available too frequently for how powerful it is. Increasing the cost keeps its current burst potential while making Nightblades think more tactically about when to use it.

3.0.5

  • Fixed an issue where this ability and the Soul Harvest morph's damage was being mitigated off the target's Physical Resistance instead of their Spell Resistance.

3.3.5

  • Soul Harvest: Fixed an issue where you could not dodge this morph.

4.1.5

  • This ability now only stuns if you have 120 Ultimate or more. To visually show its readiness state, the icon will change to a recolored version and the animation of the cast will change.

5.0.5

  • This ability and the Incapacitating Strike morph will no longer apply Major Defile to the target.
    • Developer Comment: Death Stroke has been notorious for being a very potent Ultimate. We wanted to retain this ability's identity as a mark for death on your target, helping the Nightblade excel at assassinating high priority targets while reducing some of the over bearing nature it enables. You'll note that Soul Harvest has been left untouched, which is due to the morph only granting a conditional bonus previously. Now, Soul Harvest offers a guaranteed bonus with a conditional, while Incapacitating Strike doubles down on offering two powerful conditional bonuses.
    • Incapacitating Strike (morph): This morph will now Silence the enemy for 3 seconds if cast with 120 or more Ultimate. This Silence can be CC broken, and will fail to apply to CC immune enemies.
      • Developer Comment: The goal with the change to Incapacitating Strike's conditional bonus was to tone down some of the shut-down mechanic to it, since Silences are essentially stuns that allow the target to continue moving, blocking, and dodging. We are aware of the nature that Silences have in terms of effectiveness on varying builds, which is why we found the ability to CC break this effect would be an ideal compromise; it still has the counter play options of a traditional stun, but no longer needs to always be broken.

5.3.6

  • Incapacitating Strike: This Ultimate no longer silences the target, but instead stuns them for 3 seconds if cast with 120 or more Ultimate. This change was primarily done to fix an issue where the unique silence applied from this ability conflicted with some recent hard-coded block behaviors.

5.3.7

  • Incapacitating Strike: Fixed an issue where you could continue to move while under the effects of this Ultimate's stun.

Welcome to DottzGaming.com’s Nightblade Leveling Build for the Elder Scrolls Online! This build is intended to act as a framework for someone to follow while leveling a Nightblade, whether it be a magicka damage dealer, a stamina damage dealer, a tank or a healer.  This is not a traditional “leveling build”, but rather a framework that shows you some of the most commonly used setups for each role.  This enables you to pick and choose from a list and mix and match how you like, thus preventing you from feeling like you have a static leveling progression! You will be able to experiment with different abilities as you level up, and come end game, you’ll not only have a lot (if not all) of the most commonly used abilities leveled up and morphed, but you’ll know which of these you like the most and works best for you.

Nightblades are the masters of stealth and life-stealing magic, and boast high mobility and damage. Even though nightblades are primarily used as damage dealers, they can still fit into the tank and healer roles with their unique play style.  Nightblades can be a little difficult as a first character for newer players due to having a bit of a higher skill cap than some of the other classes, but when built correctly, easy and effective builds can be made which will make the leveling process much easier.

Once you are level 50, you become CP 10 and will be able to use the Champion Point system. For basics on the CP system, click here.

For the some extra explanation on the guide’s format, please check the above video.

Magicka DPS

RACE

  • High Elf
  • Breton
  • Dark Elf
  • Khajiit

GEAR

  • 5 light
  • 1 medium
  • 1 heavy
  • Destruction Staffs (Front/Back Bar) OR Destro/Resto (for PvP)
    • Note: The gear weight spread is a recommendation, not a strict rule for leveling. If you get better pieces as you level, feel free to replace them (just try to have more of the main gear weigh than the others)!

ATTRIBUTES

All in magicka

VAMPIRE vs WEREWOLF vs MORTAL

Vampire or Mortal: Totally preferential to your build. If you want to use Vampire for some of the skills, feel free to pick it up! Just keep in mind you’ll have some drawbacks associated with it such as higher skill costs, weakness to fire and less health regeneration. If you dont want any of the skills from the skill line, just remain mortal. Werewolf serves no purpose for magicka dps.

MUNDUS

Apprentice

POTIONS AND FOOD

Potions: Magicka

Food: Not mandatory, but if you can find some, try to get stuff that increases either your health, magicka, and/or magicka recovery.

ABILITIES

You want to do your best to have 1 ability from each class tree on both your front and back bar. When you gain experience, whether it be from killing monsters or quests, the abilities on your active bar are the ones that gain experience as well as their respective skill lines. Another cool trick is if you have abilities on a skill bar you want to level up, you can switch to that bar when handing in a quest or completing a dungeon to give them and their skill lines a surge of experience. You’re going to notice i frequently recommend the first skill of a skill tree as a choice, just to obviously help you start getting that skill line leveled. If you want to level another weapon or skill tree without using that weapon or skill, simply placing a skill from that tree on your ability bar helps it gain experience when you gain experience on that bar. You dont have to use it!

Abilities – PVE

  • Assassination -> Assassin’s Blade -> Impale

  • Undaunted
  • Psijic Order
  • Once these are acquired, get the passives from the other armor skill lines except for the ones that require you to wear 5 pieces of that gear type.

ROTATION

  1. Try to use any abilities that give you a buff first so they make any abilities you use afterwards stronger or help you stay alive longer.
  2. You optimally want to use any dots in your build first, so use each dot you have on your enemies weaving a light attack in between each of them
  3. You should have 1 spammable ability in your build to use when all your dots are up and you dont need to buff yourself. In this case, that would be Swallow Soul!
  4. Use any CC, shields and heals as needed. You want to optimally make sure you have a few of these at your disposal when making a build for general playing.

SETS

While making gear for leveling is not mandatory, some people like to make gear for alts or have gear made when created a new character! These are some good crafted options you can create (I recommend the “Training” trait for all pieces):

Stamina DPS

RACE

  • Redguard
  • Khajiit
  • Wood Elf
  • Orc
  • Dark Elf

GEAR

  • 1 light
  • 5 medium
  • 1 heavy
  • Dual Wield / Bow
    • If your main focus is to PvP eventually, use a 2h instead of dual wielding.
    • Note: The gear weight spread is a recommendation, not a strict rule for leveling. If you get better pieces as you level, feel free to replace them (just try to have more of the main gear weigh than the others)!

ATTRIBUTES

All in stamina

VAMPIRE vs WEREWOLF vs MORTAL

  • Werewolf: Worth choosing if you’re going to be making a PvP focused werewolf build, or if your PvP build only needs 1 ultimate (you can then backbar the ult for the extra stamina recovery).
  • Vampirism: Doesnt give that much benefit for stamina DPS outside of niche situations.
  • Mortal: Choose this if you don’t want to be a werewolf.

MUNDUS

Warrior

POTIONS AND FOOD

Potions: Stamina

Food: Not mandatory, but if you can find some, try to get stuff that increases either your health, stamina, and/or stamina recovery.
